    I delt with this when working at a tire shop years ago. This is at least for liability regulations for shops in California. If we see a unsafe condition, such as a sidewall thats been patched or tread separation on a car that is brought in, then there are steps we would need to take, including holding the car at the shop and refusing to release it to the customer until the problem was corrected.

    This does not mean we have to do the repair. If the customer thinks we are jerking them around, they are welcome to have it towed out to a different licensed repair shop or dealer. We would be liable for damage if the tire failed and caused an accident. Just recording the unsafe condition on this paperwork would not be satisfactory. If it came to the point that they told us to fuck off and left in the car, we would not stop them. However, we would be required to contact the CHP immediately and notify them of the driver.

    This was a major corporate shop I was working at though we had this happen twice I remember where the customer was belligerent, convinced we were making the situation up, and left. Our manager called the CHP in both instances and notated the call.

    I'm not trying to speak for the dealer, personally I don't think it's possible to walk out of a dealership without getting boned. I'm just saying what would happen if you just jumped in the truck and took off when there was a safety hold.
