To be fair, the guy really gave me no indication that he was annoyed with my driving or I was slowing him down. He didn't tailgate me or anything. He literally just followed me. 3 stop signs in and he stops in front of a house, I just go on my way minding my own business, and all of a sudden he chases me down and pulls up next to me and shouts at me.

 

There's got to be more to this story than you are telling us. Nobody chases you down for no reason to scream at you. Unless you are crazy and crazy people drive shopping carts not cars.

 

Nope that's pretty much all I've got. He just showed up behind me as I was going up a stretch of road with multiple stop signs at the end of every block. I didn't cut him off, or skip his turn at a stop, or even hold him up in the left lane on the freeway.

Yeah as long as the guy was in a car not a shopping cart. Because whether you are in a residential/school zone or not if a guy in a shopping cart is getting held up by you you were definitely going to fucking slow and should've pulled over
