    Is this going to be too close to the boot? And will it cause issues? I few like it will.

    That's the closest 3/8 bolt I can get. This is a 3" bolt. I'm fairly certain a 2 1/2" bolt would be too small

    Uhh there's no way a hacksaw is fitting in there. Idk if I can even get the washer and nut on there

    Absolutely, positively don't try to cut it off while it's in there. Measure how much needs to be cut. Pull the bolt out, thread the nut on, cut off the excess and then unthread the nut to clean the threads up. Also you may need what's commonly called a "Jam nut" or a "Half nut" they are just nuts that are shorter than usual nuts and might be necessary to clear the boot.
