I am sure there are way more scammers out there. The problem is since no one can prove what the problem is the only recourse Toyota has is to call the customer a liar and the public will never side with the "big evil corporation". I can't even guess how many claims are fake but I think quite a few of these claims are just people wanting to be able to get paid to get rid of their car or sue Toyota
