Depends. There are a LOT of factors that go into it I.e. Wheel specs, tire specs, lift specs. More than likely you'll need to do a cab mount chop (cmc) so be prepared for that before you buy 33s.

If those are full, and those are bungee cords holding them, that is not secure. I would use ratchet straps at least, and get them down lower and against the bed walls. Even then.
