I've always had septic, except for one house and in that one the pipe to the road was our problem.

 

I definitely own all of my sewage pipes. Septic FTW! (until it doesn't work right. Then it's Homeowner's Insurance FTW!)

The city. Some towns you own the pipes to the edge of your property. In providence you own the pipes all the way to main drainage pipe in the middle of the street
