I know this had been overkilled but I've removed the 4 bolts on my hitch and it will not budge an inch. I was wondering what I'm doing wrong? My back bumper will not come off

Remove the two bolts (vertical ones in your fist picture) that hold the bumper to the hitch.

No worries. I learned all about removing the bumper when I realized I couldn't just take the hitch off.

The bumper to hitch/frame mounting brackets may be pretty snug so I used a prybar and deadblow hammer to get it off and back on.
