Yep. School work comes first, chores must be done, and you're not too old to get grounded for being an asshole. Get a degree, get a job, get motivation to move out, and you can do whatever the fuck you want.

There are some things you can't externally motivate. Just have to guide them through the decision-making process so they learn how to make good ones without you.
