Once you've bashed into them a few times most people leave them off.

Is it illegal to have it still hooked up without towing anything?

    No, why would it be?

Mine is in. I have to go get the key and unlock it to pull it off, so why?

I had a '76 El Camino (yeah I know, not a truck) with air shocks and with no air in them the ball would hit about halfway up my shin. Man that hurt, but it hurt even more when you wacked it twice in a row.

I have a locking hitch pin, but I still don't leave it in. Just don't like the way it looks, and also whacked my legs on a few of them. Honestly I only have the locking pin because Tractor Supply had them on sale last year for 79 cents. I bought the last two they had.

It is in SoCal. Cop told me it is because it causes too much damage when people back into you in parking lots. SERIOUSLY!?
