A few additions to make me feel cool.
It's not oem. As stated above, sat radio antenna or perhaps a GPS tracker if not was a service vehicle at some point.

Wire runs behind the dash so unless the airbag goes off or the blower motor dies it will remain a mystery. Also it has 270K on it so it could have been a service vehicle, has a new motor at 204 apparently to fix the throttle position sensor which I always found odd

It's hard to tell the perspective. Is that on your dash? Take it off and look under for any serial numbers, markings, or identifiable manufacturers. If you really want to know what it does pop it open and take a picture of the circuit board. If you give me the ID of an integrated circuit I can tell you exactly what it does if you can't find any marks on the housings.

My best guess is a GPS tracker for fleet vehicles. If you look up your VIN in a database it will register as a Fleet. My truck used to be a fleet vehicle and it explicitly says so if you look up my VIN. My car was always a personal company car that no one else besides one person ever used, but it was required to be registered as such.

Since it serves no purpose to you currently, pry it up and see what kind of labeling is on the flip side.

    As for any dash marks...

A sign of alien life. They're trying to blend in.

Take out your glove box and you might be able to see the wire feeding into the center radio area. The lower and center dash is super easy to take apart with a screw driver and a basic 1/4" socket set. Just disconnect your battery for awhile if you're concerned about your airbag.
