    Use low pressure water from behind the radiator to the front. If you remove the top cap, you can watch it as you rinse. You will be amazed at how much comes out of them. Also you can watch the water pattern and determine if it is still blocked in that area. I don't remember how hard it is to get the fan shroud disconnected, but if you can loosen it off, you can reach more areas. Just be careful not to bend the fins or cut your hands on them.
