    Yes the bumper just gives a place to mount them. I think the shackles are about $20 a pair on Amazon.

    Thanks! I built it myself. Started with a 4x8 Harbor Freight trailer and cut it down to 4x6 added 3500# axle with 6x5.5 hubs.
