How to the po-po feel about these aftermarket add-ons? Usually too diffused and blinding when folks put those HID retrofits into a foggy yellowed incandescent headlamp.

As for running a halogen in a projector still... maybe if u use those terrible spyder headlamps with the 2 lenses in each housing.. the output is dismal and they leak tho.

Ur best bet to have the blue flicker u seek AND see, is a projector retrofit witj 4300k to 6000k hids. Anything bluer and its darker, and is terrible in rain, fog, and dust.

I had a Lexus and I never got flashed once. In looking for the lights that look blue not are blue and blind everyone that's what none of you seem to understand

I have answers for you and already told you. I know people who have gotten the blue headlight bullshit and they don't even look blue when they are on anyways....

I had hid's and they look blue and ARE brighter but the correct way is projectors

    Everyone understands

You're not grasping that either you get the hue and blind people or you pay tons for proper projectors

No. But if you'll Google "blue 9003 headlight bulbs" you'll find quite a few options.

    Assuming you have a gen 2 rig....I believe it's a 9003

C'mon guys, pictures are worth a thousand words. Pictured below is the cut off line that you can ONLY achieve with a proper HID retrofit. This is how you get the blueish hue to it.

Have a look in your state's safety inspection manual. Most don't care. Rules for building a new vehicle are different than keeping an old vehicle roadworthy. All the DOT-compliant business are for Toyota to worry about, not existing owners.
FYI an HID kit is only $55 or so: http://ddmtuning.com/Products/DDM-HID-Kit-Slim-Ballast-35W-or-55W
