And to the guys who posted over and over the "Operating procedure of the 4x4 system" it was not me failing to operate the system that has worked flawlessly for the past 5 years. Thanks for reading and comprehending my post before offering up your two cents...

I was also having trouble shifting into 4 low on my 2009 Tacoma. I tried many times, and still it never would shift into 4 low. My truck shifted into 4 high and back to 2 high without a problem. I Finally got it to work after messing with the actuator. I even was planning on resorting to hooking up a mechanical linkage to bypass the electric actuator. I'm not entirely certain how I got the actuator to shift into 4 low, but I think it has something to do with me overriding the transfer case by hand. Essentially just cycling it through the three gear sets. I also assembled the actuator with the transfer case in 4 low, drove it around, and it wouldn't shift back into 4 high. On my last effort I made sure to position the drive gear inside the actuator correctly while on the truck, re-assembled and it actually works now! I must of taken it on and off 10 times if not more. Anyways it works now and I'm happy. Hope this helps someone else out with the same problem?

This sounds like mine. 2HI to 4Hi and back has been working fine but no 4LO. Lately its been slow to shift back and forth between 2HI and 4HI. I suspect the T-Case actuator. Were you able to remove it without draining the T-Case?

There was only maybe a few drops of gear oil that came out of the transfer case with the actuator off, but it didn't pore out after that. I would recommend taking the actuator off and cycling the transfer case with the rod coming out, it is actually a gear rack with the pinion gear, or drive gear located inside the actuator. Start by leaving your truck in 2 high, then when you re-install the actuator make sure the rod/rack is fully pushed into the transfer case. Hope this helps.
