You should try under mining it and wrapping the strap a few times like winding a yoyo, that way you may get a full roll or two instead of a quarter turn and fall back in place..

@Subway4X4 how about winching it or rolling it on to a sheet of plywood then you could pull the plywood like a sled. Just make a hole in the wood to tie a rope through.

 

That wood will give way before the rock can get pulled.

 

This is quite the puzzle. Strap the rock to the plywood, then use crushed ice as a path. His icemaker will get quite the workout, or the Calvary may be needed for all the ice.
Edit: Use the deadman to pull the boulder strapped to the plywood, but getting the wood under the boulder would be tough.
