So in our era of mal-practice an other litigious driven faults in our society my question is:

Can a hospital be held liable for errors in a terror trauma service?

From what I've been able to tell, there are a lot of relief supplies already there but it is local politics that is preventing its distribution. The Mayor of San Juan is purportedly a rabid Anti-Trumper and supposedly hoarding the relief supplies to make the President look bad. Indeed, she help on of her press conferences/bitch sessions while standing in a warehouse in front of hundreds of cases of bottled water.

Also, there are some union guys who work for the city/commonwealth that are refusing to distribute the relief supplies until a new contract is negotiated; these contract talks have been going on since before the Hurricane.

The President has already waived a ban on foreign countries delivering goods directly to P.R.

P.R. has a long history of political corruption. Nothing new here.

 

Puerto Rico is not "foreign". It is a U.S. territory and the people are U.S. citizens.
