    Jones act only applies from ships going from American port to American port. So a ship from any other country’s ports are ok. The idea is that it ensures we will have a certain amount of qualified mariners shall we go to war. If WW3 hits we won’t need to rely on Somali crew on a Liberian flagged vessel to get our equipment moved.
