    3 inch lift.

It's a 99 tacoma. They are not known for great gas mileage.

If all lines, hoses and cables are back where they were before verify that the throttle is actually against the stop by pushing it closed. It that is ok push and pull slightly on the bellcrank in and out and see if it drops... what happens is that there is wear on the throttle shaft assembly over the years and build up of all the crap you cleaned out. The air gap between the throttle blade and the throttle bore is a calibrated amount... the IAC, Idle air compensator handles any small differences required... Cleaning all the build up opened up the throttle blade to throttle bore gap and the IAC cant compensate.

did you reset the EFI (pull fuse for 5 minutes, or disconnect battery)?

driving crazy, stop/go traffic, hills, anything really

I like the word compensator better than control (but it's Idle Air Control valve), makes more sense :)

but yes, this. if your throttle plate has worn down then the buildup removed will allow more or less air through the butterfly and cause higher idle.

you could also have a bad vacuum hose or a leak somewhere. double check all hoses in the engine bay for cracks or leaks. take a can of carb cleaner and lightly spray in a short burst around where the hoses attach. if your engine revs up a little then it could be a sign.

does the 99 have EGR? check this too if it does

also, let us see this beauty!

Verify that the throttle cable (the part that moves) has a little slack at the throttle end, while in idle position. I made this mistake when I replaced my throttle cable, and when re-installing, there was NO slack, which meant the throttle was prevented from dropping down to curb-idle. Easy fix.
