Nope. I tried to find the path near horseshoe lake, but the road is barricade. There appears that there may be a way to cross the Verde below Horseshoe, but damned if I know where. Service rd 205 loo like it would lead you to the right place, but it is barricaded below the damn with rocks.

There is another road that google doesn’t show, but is listed on the Tonto National Forest map. Doesn’t recall the number. That road (not listed) heads towards the river about where 205, heading NE turns NW. It takes you to a wash, that may lead to a crossing ?? That are NE of the river has a ranch along road so I’m thinking there has to be a way across. If you can get across, the N Horseshoe lake road should take all the way there. As for making your way from 87, it might be possible, but the Mazatzal wilderness sits in the middle.

When I see the river as full as in those pics, there's no way to cross unless you have a serious rig with snorkel and some heavy weight.

Currently ~170 cfs at Camp Verde and ~1000 cfs below Bartlett Dam. That's a death wish.

It looks like they're letting everything down above Horseshoe but keeping the flow at Horseshoe Dam to a normal flow. Based on those numbers, it sounds like Bartlett Dam is open, which definitely is a death wish. Only way across anywhere in that section is over the top of Horseshoe Dam, but that takes a key to get through the gate and very few have one.

There's always Log Corral road from the 87 to the backside of Bartlett if you want to get froggy.
