Diff lock questions

Ok so I recently purchased a 2015 Tacoma 4x4 with the diff lock and I know it is only supposed to go in to diff lock in 4lo but mine lets me do it in 2wd or 4wd but not all the time if I’m in 2wd and I turn off traction control and stability control and hit the diff lock it will come on or sometimes it won’t until I start driving forward and then it will lock and the same goes for 4wd hi sometimes it won’t engage until I start rolling forward is something wrong or was it modded

 

Sounds like a diff lock anytime mod...
