    Not creating new - converting existing because we keep losing people to other agencies. We had several people leave for IRS to take a promotion. but the jokes on them - now they want to come back and they're old positions have since been filled. They're dead to us.

    Basically, unfilled (and unnecessary) managerial 14s are being converted to technical positions so they can keep people like me from jumping ship to other agencies who already have converted these positions to non-supervisory 14s.
