    Rear axle? Sounds like something with the drum brake hardware is installed wrong.

    Could be air, I bled both the actuator and the brakes. I free spins.

    Take the wheel and the drum off and see if the wheel cylinder is engaging the brake shoes. Then work backwards from there.

    Try the two person bleeder method. Have you bled the LSPV?

    So the brakes were functioning correctly before you put the wheel back on? Basically what I'm trying to say is that it will be a lot easier to take the drum back off and start your inspection at the wheel cylinder where you have a view of everything involved. Then work back towards the pedal. I'm not a brake expert, but from what other people are saying it could be air caught in the lines either in the abs module or the load sensing proportioning valve, but without inspecting the wheel cylinder first to see if it's engaging the brake shoes correctly, you're still leaving a big variable unaccounted for. I'd take the drum back off and have a look at it. Then you know if everything is installed correctly and nothing shifted or changed when you put the wheel back on and can essentially assume it's air in the lines or you then can check the booster for leaks as well, but it seems like it would be a big coincidence for it to be the booster right after you replaced an axle.

    No leaks visible, the right side or the read was never removed and is still not engaging. I bled the proportion valve and the left side. When I spin the tires and apply the brakes they won't stop.

    Well like I said it would be my approach to remove the drum, verify everything is as it should be in the drum brake assembly, and work backwards from there. From the other side of the ol' internet it's hard to diagnose some things - especially when I'm not an expert by any definition of the term. Hopefully it's something easy - did you say you bled the abs module? I've seen a couple guys have a hard time with brakes after they got air in it.
