I recently installed a new Steelcraft grill guard on my 2017 Tacoma. It came with 10mm fasteners to attach it with lock washers. It did not encourage the use of loc tite. I installed without loc tite just the lock washers. I snug everythimg down pretty snug. I have to be careful all my life i have overtightened things and broke them including lug nuts on vehicles sheared off. I called steelcraft and they reccommend 30-31 foot poumds of torque though they never listed anyrhing about torque in imstructions. Do you feel 31 foot pounds is sufficient for this or more? Also would you loosen them and apply loc tite or is the lock washers good?

That's what the lock washers are for. They provide a steady force between the nut and the material than will keep the nut from backing off.

The only 2 bolts i could not torque where the 2 support brackets where they attached to the radiator cross support behind the grill. Even with the grill removed i had hard time working a wrench around them but hand tightened them down as good as i could with one hand i could get small wrench on. No chamce get torque wrench om it. Do you think lock washers are enough to keep it tight as is?

Honestly, if the ones you hand tighten causes the lock washer to flatten out, you are fine. I wouldn't sweat it and over do it.

I have a front bull bar and a rear metal bumper guard all torqued down, no loctite. Almost two years in, no issues at all
