Love my 2008 Tacoma

Hey all, I am trying to remove the tailgate off my 2008 Tacoma and it appears as if something is blocking the gate from coming off.

It looks like some kind of sleeve that should be movable.
Can someone help me figure this out.

I bought a set of ramps and need to take the gate off.

Is it a hose clamp on the right side pivot point?

I wouldn't call it a hose clamp. But I think there is a sleeve of some sort stoping me from lifting the gate up and out. I think I will just remove the right side bracket holding the gate on and then I will be able to see what is blocking the opening.
