    No kidding it wont open it defaults to vlc media player. Effing strange. I should be able to double click it right?

    Correct. Just click it and it runs. Maybe the download was corrupted or incomplete. I’d try downloading it again

    Downloading some of his files are so weird... PCM flash was such a PITA to DL... odd hosting sites...
    Not sure if that has anything to do with it, but I had to change my windows security settings to get PCM flash to even DL without windows defender automatically deleting it after DL. I also cant change the security settings back on or it will delete PCM flash as well.

    Try changing your security settings and see if that helps.

    I deleted vlc media player now it says choose file to open with when I try to open it. Deleted and re downloaded as well. @OVTune

    Very odd, and its the flash manager you can not open correct? If so, that is very odd. That was the easiest for me DL.

    Check the extension at the end of that file. Verify that it is ".exe" and not ".bin". If Windows was opening every ".exe" file in VLC, it shouldn't even be running.

    Possibly had a .part extension?
    Rename it to Toyota_Flash_Manager_V1.0.exe removing everything after 1.0, hash etc.

    Looks like your antivirus is blocking it and renamed the file to prevent it from being opened.

    maybe uninstall and try again? or redownload the whole file and start over. something may have gotten corrupted along the way and didn't install properly.

    it seems like windows is not recognizing it as an application. try changing the name to have ".exe" at the end.
