The abs system uses wheel speed sensors to determine if one or more wheels are trying to lock up during braking. If a wheel tries to lock up, a series of hydraulic valves limit or reduce the braking on that wheel (This is the noise you hear). This prevents skidding and allows you to maintain steering control. It replaces the need to pump the brake pedal like back in the olden days. The system essentially pumps the pedal for you electronically. In my old work car, you could actually feel the quick pulses in the pedal when it kicked in.

But, in our trucks, when it kicks in, it is woefully inefficient and almost feels like you lose all braking power. It is scary as shit when you are standing on the brake pedal and you can hear all kinds of ruckus from the abs, but aren't slowing down.

I got eaten alive by the instructors my first day on the emergency vehicle operators course when I went through the police academy because I backed with my mirrors. They wanted us to full on 70's style it and stand up with our butts completely off the seat and turn around to look out the rear window when backing!

I don't know why ya'lls abs is so sensitive mine only actuates if I am really hard on the binders like they are supposed to. You may have an ABS sensor starting to act up I have seen that before but it won't set a code. I would get someone to drive while I looked at the different wheel speed pids and there was usually one that was off by a few MPH causing that over sensitivity.
