That's an option and shouldn't make it too stiff. Long as it's a top plate spacer to avoid coil preload.

No. Get the bumper's weight first.

What if you estimate under by 50lbs and get too light a coil? It'll sag
What if you get too stiff a coil? It'll ride too harsh.
