Help identifying part for Torklift frame tie down install

    Hey there,

    I am installing some Torklift tie down frame mounts to my 99' 4x4 Tacoma and had a question about a piece bolted on to the frame I can't seem to identify. The truck is relatively new to me so pardon my ignorance!

    The red encircled piece is the one i'm curious about, it is only bolted to the frame through the top most bolt and I can't see a reason as to why it is there. I'm wondering about removing it to fit the torklift mount or if I need to find a longer bolt to keep it in place.

    The second picture below is from the Torklift installation manual that has no mention of the piece in my picture.

    The piece in the red circle is not stock, I am not sure what it would be used for.
