Sanding+primer vs. just primer

    You have to evaluate what the purpose of the truck will be. If you want OEM to last way longer, by all means 6 coats of paint and primer is the route. Do you have to? No. Unless you see rust when you;re scuffing I wouldn't go down to bare metal, either. I would scuff the paint and use it as your primer/sealer, then shoot over top of it. No sense making more work for yourself. I have plenty of friends that used Deere Blitz Black for their resprays. Cheaper, too.
