The annoyance is the owner not controlling his dog. Goldens aren't exactly known for being aggressive. though plenty overly playful. I get it, the dogs' not wandering in your yard, you're worried about your kid, but I can't believe you have no legal recourse with the cops or animal control. Your posts seem rational here, have you had a chat with the owner? How about explaining the situation to them, record the conversation. Let them know the dog needs to be leashed or you're calling animal control and trying to have the dog removed.
