    maybe I should give a bit more detail. Neighbor in question lets his poorly behaved dogs off leash at the top of the street, twice a day.

    They go running off while he feebly tries to call them back. From there they run through the yards of the rest of the neighborhood. Now, we are not talking the dog tears across the edge of the front yard. These dogs go running off, around houses, dig in yards, and chase wildlife.

    He has been told by the city and police to stop this, but always has an excuse. He knows how to manipulate the system and is borderline sovereign citizen with his attitude and actions.

    His opening lines when I moved in were, " I let my dogs off leash at the end of our walk, I hope that doesn't bother you.". Despite my warnings and numerous talks by myself and others, including city and police... he persists.

    I know this country has gone stupid with dogs over the past decade, but some of us still expect social mores to be heeded. Surprise, it's not somehow socially acceptable for dog owners to do what ever the hell they want, where they want, how they want, just because they have a shit factory by their side.

    If you want to let your dogs off leash and run wild, move the eff out of an urban area, more power to you. If you don't want to move, take them to a dog-park that we all pay for and some will never use. Don't expect me, or the rest of society, to tollerate your dumb pets poor behavior just because you think it's okay.

    Dogs do what they are trained to do. Shooting a pet because it's owner is terrible is not the right choice. Next time, catch the dog/s and bring it to your local animal shelter.

    Checking in late but my wife did that twice. Annoying dogs tearing the neighborhood up. Captured them and called animal control. I reckon the fine for the second offense is what drove the message home.

    Now we live on 12 acres in a rural area and I’m trying to keep my GSD from flipping out when she sees turkey and deer on the property.

    Never used one but used properly they are fine. They are to correct/train, not punish.

    This is curious. I'll ignore the triggered individual up there.

    If my children run into a neighbor's yard they are retrieved, neighbors apologized to, and the older is disciplined. If at age 12 they are digging up a neighbor's backyard, god help them. Now, they grow to a size in which they can cause grevious bodily injury or death to a small child, and go at that child in a threatening manner. I would expect my neighbors to protect their children. And shame on me for not teaching my kids to behave better.

    Now, help me understand the logic here.

    Use of a shock collar as a training device is okay, but as punishment/deterrent its abuse?

    Is not the training effect of its use punishment/deterrent for undesirable actions? Where is the line drawn?

    Having tested my collar on myself, I can say that the highest setting is indeed punishing! However, I learned from it and never did it again.
    My English Pointer would have been lost the 1st day out. He ran wide open like his hair was on fire. And hard headed. He learned to listen to that whistle quickly and was that one special dog i was lucky to have. RIP Scooter.
