Richland Rd staging area - Partial Private Property/closed

Dude in your dash cam video sounded mad and like he was going to go into vigilante mode. Probably because they have talked with authorities and they told the land owners tough shit bc it is technically a public rd with easements and the only thing they can do is tresspass them off if they don't stick to the main rd. Also have to have evidence. But I agree this seems to be off my list of places to go see what it's all about.

It's my understanding that the guy that said that actually ended up being on private property, so the gate was from being where he shouldn't have been (even though by accident)


The word on the street right now is that the homeowners association is trying to remove the road from Caldwell Co. Records, so that the homeowners will be able to enforce trespassing laws. I don't understand the laws of privatizing an unimproved road that is currently public, so I have no idea if that's actually true or not. I've been told it's going to be put to a vote in the next Caldwell Co. Commissioner meeting which is going to be held on May 7 at 6:00pm...

 

Scroll back a couple pages...The guy posting on FB is incorrect, as he was with our group this past Sunday. I posted my dash cam video of the guy flagging me down and bitching.

 

I have called both Watagua and Caldwell Co. Mapping and Land (GIS) divisions for a solid answer on what is state and what is private and where the roads end/begin.

Here is what I now know after speaking with a couple people in each county...and this probably needs to be spread to all off road groups as info..

Below is an overlay that I combined from the GIS mapping of both counties.

You can see that Richland Rd abruptly ends which is accurate according to Caldwell Co., and if you go beyond this point the "road/trail" will eventually turn into Penley Rd, which is CONFIRMED to be a PRIVATE ROAD by Watagua Co. If you go beyond where Richland Rd ends and Penley Rd begins, you are doing so at your own risk, THIS IS NOT A STATE ROAD and there are signs posted everywhere that it is private.

The red circle is the "playground" and the green line is my version of the gap in the trail where Richland ends (36.114642, -81.606021) and Penley begins (36.118181, -81.603051)...if you go beyond technical end of Richland Rd it would be well advised to turn around as you are considered trespassing if the land owners call the authorities on you, which they are in their rights to do.

In the end, I would say that what everyone once knew as "Richland Rd." is not actually a state owned and maintained road, and no one should be out there without permission from all of the land owners on Penley Rd as this is where the majority of the "trail" is located.

No, once Richland ends, it is just land...eventually the "trail" turns into Penley Rd. which is private...that is where the guy stopped us.

Richland ends just a bit past the gate keeper if I'm not mistaken. I don't have the exact coords, but I'll try to get them tonight from my dash cam video from this past weekend.
