    Not in every case, but a dog can be reassigned to work with a different handler in a jurisdiction that still criminalizes the drug.

    But regretably, Illinois is such a train wreck right now. Two governors in federal prison and no budget for years. If you win more than 25 grand in the lottery you get an IOU from the state.

    The inmates are running the asylum.
