Just my opinion. I would guess some departments are worse than others when it comes to cronyism. Saw it a lot at DOJ. That place is retarded.

For the most part, you still have to qualify for the position (missionary, doggy, etc ) , pass the civil service exam and possess the necessary licenses, if applicable. If you get far enough and make it to the interview, that's when knowing someone "can possibly" help.
