    yeah the 99 frame horns are 3'' longer.

    Im not sure how ARB deals with the differences though. If its a universal mount similar to TG bumper setup you'll be good.

    OME 882s, OME shocks all around and OME Dakar spring packs, ARB, Warn 8000, ARE shell, Custom rear bumper w/ reciever, 5-235/80R17 Cooper Discoverer ST MAXX on FJ wheels, grey wire mod, Hi-Lift, Hellas, Red-Line hood lifters, Scion radio, sliders, Safari snorkel & LED Ditch lights on CBI mounts.
    I think it will fit w/o any problems (@Blackdawg ) maybe some cutting as the 1999-2004 tacos are the similar frames, 2005 was the next generation.
    Consult with ARB first though, as this is only my opinion!

    Full front OME 3" lift and Dakar leafpack in back with extended shackles for the added weight of the camper shell and rear tire carrier - OME shocks all the way around.

    I think 98-00 tacomas have a different frame end which requires an adapter. Idk if that is needed for an arb bumper but its needed for all pro bumpers.

    Here's the adapter plate that came with my TG bumper. They do mention 98-00 are different than the 01-04 frame horns. And must be cut.

    98-00 have 3" frame horns on the front.

    95-97, 01-04 are the same front frame.

    Who here has oba... so far I took the spare out and put my train horn closest to the axle. Going to put the tank behind the horns bolted to the bed. Figured the spare tire guides will hold the horn, but not the tank so 4 bolts going through the bed soon
