Windshield washer/wiper problem?

    When i pull the handle back the fluid squirts out but the wipers don't turn. I have to then put the wipers on by themselves. I don't have intermitten wipers. Is this normal?

    You can get intermittent AND auto-on-with-squirt by changing out the lever for a little over $100 [search]. All the "smarts" are already there. I am planning to stop at the local salvage yard and look for a lever.
