It lacks a lot of more complex editing but the $40 HD pro package will get you good movies.
Adobe premier pro is first rate software, but works best with the "production" package. That has other plug-ins for motion, graphics, sound.etc. Runs around $800 for CS4. CS5 is more yet.

windows 7 live movie maker is pretty good for a free solution. you have to download it though through live update. it's not standard with windows anymore. it will do ur basic editing even mp4, HD, etc.

Pinacle Studio comes in at just over 100 for the good version...it is probably the most popular ameteur/home movie editing software...I use it for my kids sports stuff and digitizing old VHS movies (guess I'm dating myself there)...

Adobe premier elements for the price point your looking at.

I can't say there is anything opensource that is really worth much for video editing. Avidemux is decent if your just doing video splicing or cleanup/compression.

i'm just looking to be able to edit out the parts where there is a ton of down time and maybe throw a caption or sound in once and a while, nothing to fancy. everything i've tried so far hates my HD videos and causes them to lag really bad
