Dude seriously... Just look at the link above, 5 pages of new PROs in all colors for under $45k, so all of these are bait and switches? I have two coworkers in my squadron that bought pros (17 and 18) both at MSRP and here in AZ. I'd buy a $500 plane ticket to save $5k in markup if shopping for a pro in the CA/LA/AZ region. Point is OP made statement that you can't find them at MSRP and in Black, this just is not factual.

It's less Tacoma and more mod
Mine has that same rust and after 23 years it hasn't gotten worse. My 25 year old land cruiser has a little like that on the bracket too but the pedal shaft doesn't because the whole thing is painted. It's not a big deal

That’s BS Cali dealers are regulated more than doctors !! They would not do as you discribed and still be in business.
California DMV are like Nazi’s on dealers !

Two dealers in my area - Concord Toyota and Toyota of Walnut Creek sell them with no mark-up. We bought my wife's Pro with absolutely no mark-up.

...and the dealer did not lie to you...that rust is normal.

    This. This. This.

It'll never get noticed unless you look. If it really bothers you, take it apart, clean it, paint it. Carbon steel rusts unless you do something specific to protect it.

I can't see anything making a Tacoma a $60,000 truck. I don't care if you live in SoCal. I could have bought two of my trucks for that (before TT&L). I mean really. You could have bought my truck and had $30K to spend on upgrades..... you could even had it painted a color NO Taco comes in. You could even paint Tacos on the side!

Now I had to crawl under the dash and look at mine. Not a speck of rust there with a build of 4/18/Texas.

Well, when you state that people are paying $60K for an at best $40K truck, that warrants discussion.

BTW, I saw a private listing on craigslist for a 2007 Tacoma with ~150K on the clock..... $17,000 negotiable. That's exactly why I bought new.

Out of curiosity I just went and shined a light under my dash. Everything under there is painted black on my 17 OR. Just sayin'

I have always lived in humid environments and every car has this under the dash. Was working on a co-worker's BMW 7-series, same thing. All of my cars had this. My wife's brand new subaru has this. It's not a big deal, it's just surface rust. It will never eat through the dash and make it crumble. You will never have a problem with this!

If you buy a vehical out of state, ypu have to pay taxes in whatever state you bought it in, and then when you go to register it you have to pay taxes AGAIN for your state. This is the case in California at least, not sure of other states, but yeah thats why.

True,Here in Las Vegas if you buy out of state ,Nevada will tax you for the whole $52,000,so you will pay taxes on the truck here and from where you bought the truck from,so any savings will be not worth the trouble.
