Honestly, I'd pay. Especially if it went to maintaining the land.

We should do a fishing outing there before it gets closed forever...

But you see, all those things I said (have fun, wheel, drink, and camp in 4 sided tents) all happen at peacock flats. I don't see anyone crying for change of that.... So I don't think you can blame those things for the issues raised at Kaena.

And if the issue was seriously about runoff, they would have used BMPs to mitigate the situation, but none have ever happened. When it rains on dirt, it turns to mud. If it rains harder, it flows to the ocean. This occurs regardless if people drive through it or not.

The situation is sad on all fronts. They make a fence to protect the nesting seabirds from dogs and rodents, yet the Punahou kids go in and kill them for fun.
They make this whole sticker/ locked gate access thing and they are in no place better than where they started. It may keep the stolen cars out, but that's about it.

Also, I'd find it absurd that tax paying resident would have to pay for a permit to use a state park. They have no problems letting bums use the parks at all hours.

I've made great memories and have had fun times there and hope that generations to come can experience those same things as well. I just don't feel that paying money to go there will solve anything.

Point definitely taken... especially in the run off stuff.

    But:
    1. To camp, I pay $12 a night (for 6 people) $2 extra per night for every other person. When I go up for a 2 night trip, and have some friends, I easily pay over $50 a weekend.. I try to get up there about 6-8 times a year. I should add up how much I’ve already paid this year, or even last year. Day pass, yes, although you can camp 10ft off the trail, not sure it is meant for that.
    2. No alcohol is technically allowed in any state park, Peacock included.. everyone just does it anyway. But I guarantee that if there is something bad that happens up there, and alcohol is to blame, they will step up enforcement of that.
    3. With the current system at Kaena, you could literally have 10,000 vehicles there at one time (totally rare, but everyone could go in on one given weekend). Any systems in place at Peacock, not sure anything like that could happen.
    4. On the main road of Peacock (the only one I use :D), it is obvious when people tear up the road causing big ruts in certain areas. Every once in awhile, they will smooth it out with dirt or rocks.. where is that $$ coming from?? Possibly from all the camping fees... not exactly sure, but possible.

Edit: makes me do wonder though why they frown camping at Kaena (4 walls). Is it because the lack of bathrooms? I have said that Peacock is possibly one of the last places to camp that is not overrun by homeless. Lack of readily available water and difficulty getting up there are probably the only 2 reasons.

I think the difference is that you're paying to reserve a campsite, not to enter the area of the campgrounds. Just like if you camped at Hoomaluhia or Malaekahana. But that's what I was getting at, if you had to pay and they allowed you to camp at a reserved campground, that would be better than paying just to access the area.

I think that the 4 wall rule was to keep the homeless out. If not, people could just live out there in homeless camps.

With the gate, is it permanently closed after a certain time? Or can anyone with the code come and go as they please?

Probably the only way to allow the plants to come back. It's the plants that stop the erosion and runoff. Everything grows slow in that salty dirt. Especially since years of vehicles running over it compresses all the soil.

Maybe when the new permits are issued I can take my son out and do an overnighter. I have to dust off all the fishing gear and re-spool everything. I don't think that I have the most current sticker.

As long as you have the code, you can access Kaena anytime.

I got questioned for having a sticker and the code. I pulled up to the gate as someone was leaving and had to log in and show him my phone .. and he still seemed hesitant.

Yeah..I got checked there too...before I had the bumpers added to my recon. DLNR dude asked for my recon papers and was telling me that I have to add it and he can pull my recon.

that picture is classic. How DLNR going to tag your recon when you're not driving on public roads?

Maybe one day I'll just tailgate in and out. Just wanted to take my boy there and scatter my dog's ashes.

He was saying it was fraudulent. I was at the gate trying to get in...but, he was just saying...he let me in though.

That just seems odd that DLNR has the authority to revoke Recon. Isn’t Recon a part of Department of Transportation? Or does it not matter because it’s a state statute/regulation? And why threaten to pull your recon and not just do it if it was “fraudulent”??? No consistency could imply favoritism or discrimination later on. No?
