Wonder if it's possible they "forgot" to install them at the factory? This is strange.

For what it's worth, the OEM "D" loops are great (like what's on the bed floor at the back corners). You can get them for like $25 on Amazon or at a dealer. They come painted, with a heavy duty backing plate that has a nut welded to it for the underside of the bed. Imo it's the best option out there. They won't rust, they maintain rotation, and they're heavy duty (front side and back side).

The factory instructions have you install them on the wheel well. For me, it's too close to the hooks that the op is missing (but are present in my truck). So I put them elsewhere.

There are a couple other great places to put them on the bed floor. The backing plate will sit nicely between ribs on the floor. Just get underneath the wheel well and look for a spot where the backing plate will fit.

I would drive back up to the dealer and get them to add a set for free. Seems to me they forgot to put them on. My 18 Off Road SB has them.

Thanks everyone for the replies. I'll see what the dealer can do about the missing points. I'll definitely be adding the D-rings as my first mod!

My 2017 OR DCSB had them. I took 'em off so my Diamondback bin would fit. When I get back from vacation in two weeks I'll see if I can find them for you.

My 2018 ACC CB has what the OP's truck is missing, but these are a better answer. These trucks should have come with two in the front to match the two in the back.

    Thanks for the part numbers..

Check with Toyota directly but I believe the threads here discuss the weight capacity of the stock cleats are under 200lbs of force. As this picture indicates the touch points of the factory cleats

My truck has those silver brackets.

However... I thought I was missing the cargo rail cleats until I looked under my back seat, they were bagged up and hanging out with the jack & tire iron.

I doubt the pieces you're looking for are in the same bag, but it wouldn't hurt to check....
