    I don't plan on doing an entire flush. Just a spill & fill to replace radiator hoses, T-stat, and that sensor. But maybe Ill change my mind and flush it with some distilled water. I've got a few months before it gets time to do it.

    Something tells me no matter what you're getting fined, being California the price probably went up so they can pay a living wage to three codemonkeys in the bay area to fix this.
