Lawfarin has it nailed. Here in Oklahoma we have actually held back vehicles from going on the lot due to recalls. I wasnt with Toyota. When i was with GM there was a few Tsb's that were to be completed before the sale but those are few and far between. Envoy fuse block p/n inspection. Fuel pump calibrations. Valve cover upgrade etc. In the repair world tsb's usually get done first as a blanket repair then re evaluate the concern. I dont agree with this but this is what most dealers push. Tsbs can be awesome but they can also cause more problems ..sometimes its a give and take scenario.

i highly doubt they lied to you. Most warranty repairs that involve any type of programming will require a traceable id attached to the warranty paper work . They wont get paid if they fudge warranty paper work. Most likely its still learning . They may have changed the learn time .

I've never heard of adjustable learn time. Most, if not all who have had success with the TSB say it is immediate night and day difference as soon as they leave the dealership. I had mine done 2 months ago and it still feels no different at all. They refused to perform the TSB and wanted me to leave it over the weekend so they could test drive it several times until it showed the symptoms. When I raised hell because the service adviser shrugged when I asked her what would happen if a throttle failure cost me my life, they came back less than 20 minutes later and said "ok we did the TSB :)" (most likely in an attempt to get me out the door)

Sounds like its time to switch dealers. That does sound like they gave you a run around. I would call the customer helpline. They can track programming history on their end or simply go to another dealer and have warranty history pulled up. The only way they could get away with that is to make a fake repair order to give to you but zero it out and delete it on their end. That sucks man! I wonder if you can pull up the history on the owners website maybe
