    What state are you in? I’ve never heard of a state allowing someone to drive on someone else’s plates.

    you have to keep the plate to keep the plate. Assume he would fix it while registering it to avoid the extra charge, so I assume he ordered his on vanity and has to wait for it to arrive.

    "Victims" would be the noun, but the action verb that they have been subjected to would be that they've been "Pelfreyed". Although someone has already come up with "Pelfreybilked", which is a little more descriptive.

    Here in CO, if you sell your vehicle & don't keep your plates & then your vehicle is used in some crime including traffic camera offenses, guess who the authorities come for 1st? Temporary tags are the buyers responsibility here.
