The RPM is sent to the combination meter from the ECU via the Black Wire with a White Stripe it also branches off and goes to the OBD2 System.

You can tell if the problem is the ECU or the Tachometer ( combination meter ) by connecting and Scan Tool to the OBD2 connector and see if you get an RPM Reading there. If yes then the ECU is OK, If no then it is either the ECU or the wiring from the ECU.

What did you end up doing to fix this? Mine is doing the same thing. I connected an ODBII reader and can see the RPM reading that way but no luck on the dash.

I can get an RPM reading from the ODB2 connector so I know the ECU is ok, im just looking for what might need to be repaired in the gauge cluster. I am fine with taking it out and looking at it I just cant find any info of anyone else that has had the same issue repairing anything. Most followups on posts just say it started working again.

If it's the instrument cluster, it's probably not repairable without a lab scope, pulse generator, thorough understanding of electronics, and experience soldering surface mount components. Of coarse it's also possible you pull the cluster, pull off the needles, pull off the face, remove the PCB and see an obvious bad solder connection.
