A back step for when I get older, Carhartt seatcovers, 4Runner wheels, Topper, and "tats all folks"! --for now!!
If you disconnect the battery -- then the airbag's are disabled? correct? This seems to me the safest way to go into any area that you are unsure of, but I may be wrong?

I’ve pulled the stereo and the other easy pieces off but not that one. I couldn’t find any instructions either. Lol, that doesn’t help you does it? I would pull the pieces off around it, they all come off really easy. Then see if you can figure out how to get that one off.

There is a passenger air bag, so I would pull the negative terminal and let it sit for a few minutes so you don’t have to worry about the air bag. Good luck!

It's not that easy a piece to get to because there are two bolts that are hidden behind surrounding panels. There is a thread around here where they took apart the console (and this piece) as part of a project. Basically, it involves taking the things around it off and taking out the glovebox. the airbag is up above and the passenger knee is down below.
    Hope that helps some.

Are you sure I have to remove any parts other than the radio surround that pops right off? I found this in the service manual and it looks like there's only 1 screw and than 8 clips to "disengage" which I assume means just pull off with some force. But if what you're saying is true maybe there's some of it hidden beneath the other plastic parts so it wont pull off without removing more?

You think there's any chance it just pops right off itself after removing the screw behind the radio surround?

I realized I was thinking of this thread on removing center console cubby area - HERE

However it still sticks out in my head from the pictures:
