I'm sure it happens if money runs out and/or budgets for projects need to be re-negotiated

Never understood the complaint that road workers aren't working literally every minute they're out there. Who the hell works every minute of every day except the lowest of the low and the highest of the high? I have to imagine working on roads is tough, hot, back breaking work. I couldn't do it literally every minute for 8 hours every single day and don't expect them to either.

Or put another way, have you ever heard someone say "You know what's a nice easy job that pays well and you can do into your old age? Construction!"

I feel like I see that here in CO too, but I just chalk it up to road construction in general

I've never worked road construction, but I am from a construction background. At least for me, if I ever took a break it was maybe just to grab a drink of water, other than that and lunch you had better be moving or you'd need to start looking for another job. None of this 4 guys standing around laughing while 1 guy does work, or laying in the back of the truck, or in the grass napping. I guess it wouldn't be so aggravating if they didn't do it in plain sight; take your breaks and lunch in private. Just my 2 cents though, and as I said I never worked for DOT, so maybe they've got different rules.

In the Bay Area CalTrans is notorious for running sweeper crews on the freeways during the morning and evening commutes. Of course they have a CHP escort that adds to the lane blockage. This especially sucks when they block an exit ramp ya know just because...

Road crews go like this. One guy that actually does the work, one supervisor and two state compliance/safety inspectors. That is why you always see one guy with a shovel and three watching him. I thought everyone knew this.

I have a set of 4:30 gears waiting on some funds. I think I'm gonna put them in and leave the truck stock. I'm really interested to see how it performs stock. I know a guy put them in and had 32's and he said they worked great, but I kinda just want the extra umph, and this truck is far more capable stock than I initially estimated. (Ive been tire deep crossing rivers already)

That is spot on for Caltrans work! You have to remember all city workers and Caltrans workers are working for non profit organizations! They are not required to or forced to work faster or harder or turn any kinda profit! There is no incentive to bust ass when your getting top Chedder no matter how slow you work! I work for a striping company that subs out to state and federal transportation dept's If we are not busting ass all day and dont get the job done within certain time frame to make profit goals there is hell to pay! Caltrans traffic maintenance dept. is a joke and is a major drain to state taxpayers and should be dissolved and all work subbed out to private contractors!
