I have a 2018 TRD OR and now that summer is over I am noticing that even with the AC and fans turned off there is a significant amount of air that blows through the vents. When I'm on the freeway it's like the fan is on full blast with the amount of air coming out of them. This cant be normal right?

It is normal. Switch to defrost/foot, you won't notice it. I can't remember if hitting the recirculation button stays when no fan speed is set. But you can try that also.
