Here it is for the 3rd gens! took me a couple days to figure this out. And It is a true anytime fog, it functions completely independently from the headlights.
You will need to remove the cover on the steering column and find the dark blue wire (shown in picture) coming out of the headlight/fog/blinker control lever. You will need to tap this wire and run it to the engine bay. And if you are connecting to the stock fogs or still have your fogs connected to the stock power source all you have to do is unplug the stock harness. Follow my diagram below for the rest (pdf file).

    Update:
Thank you to @Victory for revising this diagram

    You will need:
    -approx. 10ft of 16-20awg wire

    -iJDMTOY (1) H11/H8 Relay Harness...
    https://www.amazon.com/dp/B019J7XIGC
You do not need to use the switch that comes with this as this mod utilizes the factory switch
    -P-channel MOSFET
    https://www.amazon.com/gp/product/B00MMYMA1O?ie=UTF8
    -15k resistor
    https://www.amazon.com/Projects-100...d=1542255958&sr=1-3&keywords=15k+ohm+resistor

-----------If anybody wants one I will be selling the P-channel mosfet and 15k resistor pre soldered with pig tails for $5 shipped. pm me--------------

I was literally just comparing my wire diagrams I have of the 3rd gen last night to @croms wire diagram for the 2nd gens. I actually found the same thing as Cross for the 3rd gens and was thinking of testing it this weekend. I will definitely take a look into what you have posted tho. Thanks for sharing  What is the dark blue wire?

yeah maybe because we have a daytime running light law? so no matter what my LED daytime runners are on.. then i have another ring on the signal lever just for the fogs that works on all light settings weather daytime runners/ auto/ or full lights... its also a Sport so maybe its an option?

I bet you can't turn your fog lights on with hi beams. I also bet you can't turn your fog lights on with all lights, including DRLs, off.

Edit: Disregard DRLs off due to Canada

no thats the only time they turn off but i thought that was just an all vehicle law.. i guess then this guys mod would be used for that? but really if you need that mod wouldn't you already have LED light bar or additional fogs on aftermarket switches? either way.. sick idea..

@cdubray Does this still allow the fogs to turn on and off with the stalk switch? Does it show the fog light indicator on the instrument panel?

I wonder how many times we will ask him if his fog lights operate while hi beams are on...

Here’s the diagram that Crom used for the 2nd Gens. This is what I am going to try because all you have to do is run the one wire to the fog relay in the Engine Bay fuse box. Seems simple. I was looking at my wiring diagrams and basically found the same thing for the third gens. A little different wiring but we definitely have this as well.

Won't work. All the switching is done in the cab from ECU. If you can do the anytime all from the engine bay/fuse box I will be very surprised. But won't hurt trying!

Have you tried tapping into the ignition switch wire? I know I attempted the exact 2md gen mod and that one definitely doesn’t work for the 3rd gens. I realized last night it’s because we have one wire that is routed to two of the prongs on our fog relay and the 2nd gen only has one. That’s one of the things I noticed was different. 3rd gen has a wire that daisy chains from one to the other. I’m thinking that if you remove that daisy chain, it should operate similar to the 2nd gens. Who knows. If you’ve tried already the ignition switch, then let me know because I don’t want to waste my time. I’ll continue to search the wire diagram manual I have

Yes this let’s you use the factory fog switch. and The fog light indicator on the instrument panel functions as it did before mod. (So it is not illuminated when brights are on)

Not 100% sure on what dark blue actualy does as it is all ecu controlled. But it is +12 volts when the fog switch is off and 0 volts when the fog swich is on.

My neighbor just picked up a 2018 TRD Sport 2x4 DCSB and asked me to show him a few things about the truck, one being the use of the daytime running lights/fog lights. I showed him the fog light setting on the turn signal/headlight stalk, which is the inner ring on the stalk (on/off). He then asked me about the DRL toggle switch on the lower left side dash. I looked down and, sure enough, he has a toggle switch to the right of his auto high beam switch (where the clutch start cancel switch would be on the manual trans trucks according to the Toyota Quick Reference Guide) that is marked DRL. The stalk ring switch turns on the fogs with the headlight switch turned to low beams if set to the on position just like my 2018 TRD Sport 4x4 DCSB does. The toggle switch marked DRL on the lower left dash area turns on the fogs (toggle pushed to the on position) with the headlight switch set to any setting position (off/DRL/side marker lights/headlights), DRL ring switch set to on or off. Looked in my owners manual and no mention of it what so ever. Anyone else have this?

SouthEast Toyota distributer has a port or dealer installed optional fog light/DRL Kit like this. A ring of LEDs in the fog light come on, not the entire fog light with the DRL setting. I’ve seen a few around my area with those, most of the T4R Pros seem to have them around here. I’ve thought about putting them in my wife’s RAV4 since she always turns her stalk to off instead of DRL she never drives with the DRLs on.
Here is a pic of the kit:
