The "styled" steel wheels and the spare steel wheel are constructed/shaped differently. As you described, the sensor ideally/as designed should be out of the way as much as possible. To do this the styled steel wheels must use the 40 degree sensors and the 16-hole steel spare uses the 20 degree sensor.

I went through this drama myself when I went to the older 18-hole steel wheels... they too use the 20 degree sensors. Because I had read the bad/too general internet-documented rule of "alloy uses 20 degree and steel uses 40 degree", it messed with my mind when I measured/did the math for which "degree" sensor was needed and kept coming up with 20 (versus the 40 from stereotyped info)... I was fortunate to have waited until I had the 18-hole steel wheels to measure before buying.

If you want to have a metal valve stem, there are TPMS sensors which are adjustable for a range of angles. I wanted rubber valve stems, and I could not find anyone making an adjustable one, so I needed to figure out the angle issue.
