    Tell the dealer you don't have to do anything. They can take off what you have and reinstall it. If they can't then contact Toyota Corporate and have them tell the dealer to do it.

    Better advice take it to a different dealer. They are basically telling ya hey we don't really want to do this job so we're making it a pain in your ass.
